
In the early 1970's, particularly 1970 -1971, recreation at the city or town level was indeed a low priority. There existed many sports associations such as hockey, baseball and soccer but recreation committees, as we know them today, were few and far between throughout Newfoundland and Labrador. The ones that did exist were not official agents of the local government and in many cases had insufficient funds to provide services.
The provincial government of the day, the Department of Fitness and Amateur sport, with Graham Snow as director, initiated incentive grants for both capital and operating and in particular grants to hire recreation directors. This was well received by local towns and in my opinion was one of the best programs offered by the government.
Once several full time people, along with active volunteer chair persons began to see potential, and also the work that was necessary in recreation, it became apparent that a provincial voice was essential to foster the overall development of recreation. The result now known as Recreation Newfoundland & Labrador.
The association had its first meeting in Grand Falls in 1972, Its strengths were grass root representation from all regions, from the Labrador coast to the Avalon Peninsula.
